Human female are born with a life time of eggs. Are the eggs mature enough for fertilization when born?

I was thinking of test tube baby's and surrogate pregnancies. If the eggs in a new born was taken and fertilised, then implanted in a surrogate mother you could have a mother and child who are only a little less than a year apart in age.
