Do notarized doents expire?

I'm applied for a certificate of citizenship and they just requested that I send in more doents and translations of my parents marriage certficate and I have it and I have the translation notarized. At the bottom where it is stamped under the name of the person who stamped it and their department it says "My commission expired sept. 3 1983." My parents married in 82. Does this mean that this translation is no longer valid after 83 and I have to go get another translation?
