Can a pre-op FtM trans-woman still produce sperm?

Just curious whether pre-op FtM trans-women can still produce sperm. If so, why don't they freeze some of their sperm before they get their final operation, that way when they find a gestational surrogate to have kids for them, the kid can still be biologically theirs?
