I won a car, I live in PA do I have to pay sales tax when I transfer the Title?

I already paid Federal tax $5,324.38 on the winnings of $21,297.50. but do I have to pay sales tax since I really didn't pay anything for the Car besides federal tax?? You have to get your registration notarized and It asks what did you pay for the car, well we technically didn't pay anything for the car. Maybe we should only pay sales tax on the $5000 or so that we paid for federal tax???
