Alligator hunting in SC?

I'm curious about the alligator hunt that's going on right now. I understand that you're only allowed one alligator in your lifetime and if you catch one it must be tagged and reported. But I know a guy who got a gator last, didn't tag it and is going out again tonight. And he told me he met a guy last week that's already got 3 gators, none tagged!
